Tender for Purchase of General Store Items F.Y.2012-13 Cancelled because "most of the items were not quoted by Techniqually Qualified Firms"
 

Dr. Surender Singh and others made corruption in Open Tender of Group-VII (General Store Items) held in 2012-13

(A) Corruption in Preparation of tender Document:
Tender document prepared afresh contrary to the previous tender held in 2009-10 and 2010-11. 
Necessary condition of requirement of minimum 50 Lacs Rupees Annual Turnover has been relaxed to the No Turnover and no past record. 
Necessary condition of requirement of minimum experience of 3 years supply to at least two Govt./Semi-Govt/Private institution with satisfactory performance certificate was relaxed intentionally. 
The above said most important Tender Clauses were illegally relaxed just to give benefit  to M/s Sai Ram Enterprises and M/s Vij Sons because both firms had no previous experience of supplying General store items.  
None of the committee member as well as the then M.S. Dr. S.B. Srivastava had objected this corrupt act of Dr. Surendra Singh.

(B) Illegality adopted in the aforesaid Tender Document Evaluation and were intentionally accepted by the aforesaid officers-  
        In the Pre-qualification Bid, finalized on 26/04/12 and Technical Bid  finalized on 01/06/12 all the 13 firms taken part in were declared qualified but in the technical Evaluation sheet in this regard in all the columns marked as “NA” (which indicates Not-Available). It is surprising even though of all these remarks of “NA”, in the columns, all the thirteen companies were declared QUALIFIED.

(C) Corruption in Cancellation of GROUP-VII Tender
This tender was canceled by the M.S. Dr. S.B. Srivastava on 01/10/12 by mentioning the reason that “Most of the items were not quoted by technically qualified firms”. This tender was canceled after 4 months of finalization of technical bid by DR. S.B. SRIVASTAVA (M.S.) due to the reason which is not mentioned under any govt. Rules.
All it happened with final approval of Dr. S.B. Srivastava.

(D) VIOLATION OF GFR-148, RE-TENDER OF GROUP-VII NOT DONE AND FAVOURED EXCLUSIVELY M/S SAI RAM ENTERPRISES AND M/S VIJ SONS

After cancellation of tender Group-VII, Re-tendering not done. It is only to favour  exclusively M/s Sai Ram Enterprises and M/s Vij Sons. Therefore, Purchase orders were given to exclusively the above mentioned 2 firms by Dr. Surendra Singh.

IMPORTANT POINTS:
1. 5% Hypochloride Solution was purchased on 16/07/12 (12 cans) and on 08/08/12 was purchased (38 cans). Within 1 months 2 times it was purchased by making piecemeal purchase and violated GFR 148.
2. Cartridge HP 55A purchased o 23/06/12 (1 pcs), 16/07/12 (1 pcs) and 09/07/12 (1pcs). Here also purchasing done 3 times  by making piecemeal purchase and violated GFR 148.
3. Purchasing done in piecemeal and violated GFR 148 BECAUSE these purchasing done under GFR 145 under Rs. 15000/- and each order will exceed more than Rs. 15,000/-. All purchasing done on MRP and probably supplied duplicate items to make more profit.
