Govt. Revenue Loss due to Unnecessary tendering by Directorate of Health Services (DHS)

Almost all Delhi Govt. Hospitals do their own tender for Empanelment of Chemist shops for supply of medicines to DGEHS pensioners and beneficiaries” since many years. On the other hand DHS is also doing the same category of tender for Delhi Govt. pensioners only who are attached with various Delhi Govt. Hospitals and dispensaries. These Delhi Govt. dispensaries are attached with some nearby Hospitals.

Delhi Govt. Hospitals call tenderers to quote % of Discount on MRP for BRANDED MEDICINES and GENERIC MEDICINES separately whereas DHS call tenderers to quote % of Discount on MRP for BRANDED MEDICINES only.

  1. DHS issued direction to all Medical Superintendents to provide medicines to DGEHS Pensioners through DHS.

  2. Sh. S.C.L. Das, Pr. Secretary Health, GNCTD issues instructions to the Medical Superintendent of hospitals to direct the doctors to prescribe “GENERIC MEDICINES” to the patients. On other side, he allowed DHS to do tender for “BRANDED MEDICINES” only.

  3. Above discount rates clearly showing that Branded Medicines are costlier and Generic Medicines are much cheaper.

LEADING QUESTIONS FOR DHS AND H & FW DEPTT:

  1. Why DHS is interested in tender for Empanelment of Chemist & interfere in hospitals tender for Empanelment of chemist whereas hospitals are successfully providing medicines to DGEHS beneficiaries as well as pensioners both?

  2. Why DHS is interested in tender for DGEHS Pensioners only whereas other Delhi Govt. Hospitals are providing medicines to both DGEHS pensioners as well as beneficiaries?

  3. Why DHS has bifurcated the tender and partly executed in favor of DGEHS pensioners only? Who will take care of DGEHS Beneficiaries?

  4. M/s Super Medicos, 3446, Delhi Chember Building, Delhi Gate is providing 15.25% discount and M/s Raymedica Pharmaceuticals, Shop no. 63, Plot no. 174, Chaudhary Ramswaroop Complex, Pitampura village, Delhi isproviding 20.8% discount on MRP. Both firms have participated in the tender ID 2014_DHS_57260_1 and declared highest bidder to supply medicines in identified areas. Likewise, other more tenderers are declared qualified at different % of discount to supply medicines in other identified areas. How DHS can justify variable rates against one tender?

  5. DHS has done one tender for Empanelment of Chemist and approved multiple rates against one item i.e. BRANDED MEDICINESUnder which General Finance Rule (GFR) DHS has approved multiple rates against one tender for one item?

  6. Why DHS has done tender for Branded Medicines only when the directions of H&FW Deptt is issued to prescribe generic medicines only by the doctors?

  7. Why DHS has NOT done tender for Generic Medicines only when hospitals are calling rates for Branded and Generic Medicines separately?

  8. Why Pr. Secretary Health has not opposed or issued direction to DHS to cancel this tender which is against his direction?

ALLEGATIONS (on the basis of orders of DHS and H&FW Deptt) :

On one hand, Sh. S.CL. Das has issued direction to doctors of hospitals to prescribe generic medicines only.

On other hand, DHS has done tender for Branded medicines only and issued direction to hospitals to provide medicines to DGEHS pensioners through DHS tender. Result of directions, Supplier of DHS is providing 15.25% discount on MRP on prescribed medicine. Delhi Govt. Hospital will get around 80% discount on MRP on Generic Medicine, if they provide medicine to pensioners.

End result of directions and unnecessary tendering by DHS, Total Benefit to the Supplier of DHS is around 80% – 15% = 65% on MRP.

Why both authorities are interested to provide huge benefit to the suppliers? The whole game is played by DHS and H & FW Deptt to provide huge benefit to the supplier under a strategy. These orders are not for benefit of patients, it is for their own interest. Govt. Revenue loss is going on through this tender for Empanelment of chemist from DHS.

The above said activities of DHS and H & FW Deptt has kept the Medical Superintendents of the Hospitals in suspended Animation. What they should do? Whether they should follow the orders of DHS/HFW or ignore?

Medical Superintendent of hospitals are sincerely following orders of DHS.They are providing medicines to DGEHS Pensioners through DHS tender at less % of discount on MRP whereas they have option to provide medicines at higher % of discount rates from own hospital tender rate and they can prevent Govt. revenue loss but get confused. This way the M.S. of hospitals are violating GFR Rule 21 and Rule 22Now let's see what action Sh. S.C.L. Das will take against all these Medical Superintendents OR sacrifice any other doctor to save M.S? It is the strong strategic cobweb of Sh. S.C.L. Das. Most of the M.S of hospitals are under the grip of Sh. S.C.L. Das now through this tender and he will play his game accordingly as and when required.
