  • 39 Laptops demanded BUT 24 Computers & Laptops procured in CPA against 12 Sanctioned Staff.

  • Estimated Govt Revenue Loss for Rs. 16,08,11,851/- (Rs. Sixteen Crores Eight Lacs Eleven Thousand Eight Hundred Fifty One only)

Respected Sir,

It is for your kind notice and action against Scandal of Central Procurement Agency (CPA) of Directorate General of Health Services (DGHS), GNCT of Delhi where Director CPA has fraudulently procured 18 Computers and 6 Laptops on behalf of unauthorized engagement of Staff in CPAThis disclosure is being done as WHISTLE BLOWER, based on the replies received from Dr. Vijoy Kumar, Director, CPA against Multiple RTIs filed under RTI Act, 2005 in DGHS/DHS.

MODUS OPERANDI OF SCANDAL

This Scandal is done through unauthorized engagement of excessive staff in CPA with the help of Directorate of State Health Mission (DSHM) and H & FW Deptt, GNCTD and Procurement of luxurious items executed on behalf of these unauthorized engagement of staff.

WHAT IS THE CASE?

  1. Only 15 Sanctioned posts in CPA whereas 45 Employees are Posted/working in CPA.

  2. Post of Medical officers, Bio-Medical Engineers, Data Entry Operators and Store Officers not identified in CPA but Staff of these categories are working in CPA.

  3. Dr. Vijoy Kumar, Director CPA had demanded 39 Laptops on dated 20-07-2015 which was declined by Finance Department. Latter on, Finance Deptt has given approval to procure 18 Desktop Computers and 6 Laptops.

  4. The total expenditure incurred on procurement of 18 Desktop computers @ Rs. 48,054.30 per unit and 6 Laptops @ Rs. 58,800/- per unit are Rs. 12,17,777/-.

  5. Director, CPA has misguided the competent Authorities of Finance Department about actual sanctioned staff in CPA and demanded 39 Laptops out of which he succeeded to get 18 Desktop Computers and 6 Laptops.

  6. Why Director CPA was interested to purchase Laptops in bulk?

  7. In my opinion, Actual need for CPA as per sanctioned staff is stands for 6 Desktop Computers 6x 48054.30 = 2,88,326/- and 2 Laptops 2 x 58800/- = 4,05,926/- . Actual Govt Loss stands for Rs. 12,17,777 - 4,05,926/- =8,11,851/-.

  8. Dr. Vijoy Kumar fraudulently presented the demand to Competent Authorities without mentioned the exact Sanctioned Post in CPA. Why he hided out the facts?

POWER, DUTIES & RESPONSIBILITIES OF DIRECTOR CPA AND DGHS

It is evident to mention that:

  1. Dr. Vijoy Kumar, Director CPA, clearly stated in his reply against a RTI ID No: 2015480 of DHS that Director CPA has not been delegated any Financial Power; Duties & Responsibility of Director CPA has not been stated explicitly.

  2. H & FW Deptt, GNCTD denied for having any information about Duties, Responsibilities and Delegated Financial Power of DGHS against RTI ID No: 2015484 of DHS.

ROLE OF DELHI STATE HEALTH MISSION (DSHM) IN THIS SCANDAL

  1. DSHM recruited Bio-Medical Engineers on contract basis at Monthly Remuneration of Rs. 37,930/- with Job Responsibilities of Installation, Service/repair of equipments, Regular monitoring & maintenance of equipment(s) to decrease Break down time, Ensure all the Medical / Non-Medical equipment(s) of the Hospital under Annual Maintenance Contract, etc.

  2. Director, CPA clearly denied against RTI ID: 2016152 that Biomedical engineers have not repaired computers and hospital equipments in Delhi Govt. Hospitals.

OBJECTIONS:

  1. Why DSHM has recruited Bio-Medical Engineers when they don't required?

  2. Why DSHM diverted Bio-Medical Engineers to CPA where no such post exists?

  3. Is it not the wastage of Govt. Revenue loss in form of salary of Bio-Medical Engineers?

  4. Why Bio-medical Engineers were/are not utilized for the hospitals to repair costly equipments on which Govt. spent several Lakh to Crores rupees every year in the hospitals.

Calculation of Govt. Revenue Loss due to diversion to CPA

  1. Salary of 4 B.M.E. = 37930/- X 4 = 1,51,720/- per month x 12 = Rs. 18,20,640/- per annum.

  2. If utilized for repair of Hospital equipments – Estimated Average expenditure on Repair/AMC/CMC of Hospital equipments in a hospital Rs. 50 Lacs x 32 Delhi Govt. Hospitals = Rs. 16,00,00,000/- (Rs. Sixteen Crores) Approx.

ROLE OF H & FW DEPTT, GNCTD IN THIS SCANDAL

(A) Regarding Total Posts in CPA

Dr. Vijoy Kumar, Director, CPA has utilized his su-moto Extra-ordinary power (which actually he don't possess) in collaboration with the Authorities of H & FW Deptt enhances unauthorized Manpower in CPA without any restriction and H & FW Deptt has continuously supported him for his illegal activities. It can not be in PUBLIC INTEREST because Delhi Govt. Hospitals are continuously crying for shortage of Doctors and Pharmacists whereas H & FW Deptt remain ignorant but allowing CPA to enhance manpower without any restriction.WHY?

  1. Why H & FW Deptt. not restricted Director CPA to engage 3 times staff than sanctioned post?

  2. Why H & FW Deptt allowed CPA to enhance 3 times staff whereas many posts are not exist in CPA.

(B) Regarding Posting of 12 Pharmacists in CPA

  1. 9 (Nine) Pharmacists posted in CPA. Director, CPA mentioned about 3 (Three) Store Keepers and probably they are also Pharmacists. It means CPA has 9 +3 = 12 Pharmacists.

  2. 12 Pharmacists are posted in CPA against sanctioned Post of 2 only.

  3. 12 Pharmacists are posted in CPA whereas No Pharmacy/Warehouse exist in CPA.

  4. Dr. Vijoy Kumar, Director CPA is unnecessarily engaging Pharmacists in CPA. Why CPA is wasting Manpower of Pharmacists in CPA? Is it due to some vested interest or else?

  5. There are huge shortage of Pharmacists in all Delhi Govt. Hospitals and even Nursing Orderlies are helping pharmacists in Pharmacy of Delhi Govt. Hospitals to combat shortage.

( C) Regarding Posting of Medical Officers & Specialists in CPA

  1. 5 (Five) Doctors are posted in CPA. Director CPA mentioned about 3 (Three) Store Officers. It means CPA has 5 + 3 = 8 Doctors.

  2. 8 Doctors are posted in CPA against sanctioned post of 2 only.

  3. There are no post of M.O. & Specialist in CPA except post of Director and Asst. Director.

  4. Why Dr. Vijoy Kumar, Director CPA is wasting skill of Doctors whereas these can be utilized to strengthen the working of Hospitals in Patient care?

  5. Why H & FW Deptt is supporting Dr. Vijoy Kumar for his illegal activities?

Engagement of excessive staff in CPA on diverted capacity from Hospitals in NOT IN PUBLIC INTEREST. It is only and only VESTED INTEREST OF CPA DIRECTOR.

DETAILED ENQUIRY IS NEEDED FROM CBI TO EXPOSE THIS SCANDAL.

ROLE OF DIRECTORATE GENERAL OF HEALTH SERVICES (DGHS), GNCTD IN THIS SCANDAL?

Earlier, Central Procurement Agency (CPA) was under the control of Directorate of Health Services (DHS) AND now it is under the control of DGHS, GNCTD.

  1. Why DGHS is ignorant with all these illegal activities of Dr. Vijoy Kumar, Director CPA?

  2. Director CPA as well as DGHS has no Financial Power then who is doing expenditure of Rs. 200 Crores Budget of DGHS?

  3. Who is giving Administrative approval as well as Expenditure Sanction in DGHS?

  4. How Dr. Vijoy Kumar, CPA Director fraudulently procured Computers and Laptops in the presence of Director General of Health Services (DGHS)? How it happened?

SUMMARY OF THIS SCANDAL

Dr. Vijoy Kumar deployed 45 employees in CPA against 15 Sanctioned Posts. Most of the employees are on diverted capacity from Hospitals and utilized them against such posts which are actually not exist/approved by the Govt. He misused Bio-Medical Engineers in collaboration with DSHM which may be the Gem for Hospital Equipment Repair and Maintenance. DSHM is totally responsible for Govt. Revenue Loss of approx. Rs. 16,00,00,000/- (Rs. Sixteen Crores).

Dr. Vijoy Kumar raises demand for purchasing of Computers/Laptops against these unauthorized deployment of employees and Fraudulently procured 18 Desktop Computers and 6 Laptops through be-fooling the authorities of Finance Department and H & FW Deptt which result into Govt Revenue Loss of Approx Rs. 8,11,851/-.

Wastage of Manpower through diversion from hospitals can not be calculated in Rupees and it can be much higher than the lives of the patients.

ESTIMATED GOVT REVENUE LOSS THROUGH THIS SCANDAL

Rs. 16,00,00,000/- + Rs. 8,11,851/- = Rs. 16,08,11,851/-

Respected Sir, It is a corruption industry going on in CPA since many years and it may be a tip of Iceberg where Estimated Govt Revenue Loss stands for Rs. 16,08,11,851/- (Rs. Sixteen Crores Eight Lacs Eleven Thousand Eight Hundred Fifty One only) which may be much higher than the calculated amount and many other types of corruption may be going on in CPA.

I have already exposed many other corruption held in DHS which are as follows and Action is awaited till date:

  1. Unnecessary Tendering for DGEHS Pensioners Causing Govt. Revenue Loss

  2. Tendering Fraud AND Deception to Tenderers & Government by DHS, GNCT of Delhi

  4. ADVENTUROUS CORRUPTION OF DHS, GNCT OF DELHI ----(DHS done Limited Tender for Rs. 3 Crores and will open in 5 Days & 17 Hours)

  5. DHS, GNCTD continues scam under Anti-corruption & Transparent Govt. AND illegal creation of post of DGHS ------ Who is doing Unauthorized Expenditure of Rs. 200 Crores in Directorate of Health Services (DHS), GNCT of Delhi?
